MEET OUR FOUNDER

Marie Bailey

Marie Bailey is an accomplished Financial Management Officer with over 35 years of experience directing major Department of War (DoW) programs. A retired Navy Commander (O-5) Supply Corps Officer, she brings deep expertise in business process improvement, budget guidance, and strategic planning. Her distinguished service includes two decades of leadership, highlighted by her tenure on the Joint Chiefs of Staff (JCS), where she drove innovation, streamlined processes, and ensured fiscal accountability.

Marie’s career reflects a proven ability to optimize resources, reduce costs, and achieve organizational efficiency. She has demonstrated expertise in the Federal budget process, including the Department of Defense’s Planning, Programming, Budgeting, and Execution System (PPBES), Program Budget Review (PBR), and appropriations management.

Marie holds a Master of Science in Financial Management from the Naval Postgraduate School and a Bachelor of Science in Computer Science from Norfolk State University. These academic achievements, coupled with her extensive professional background, have made her a trusted advisor in financial management and strategic decision-making.
